I think he's secretly teaching his dog to poo in public, high volume pedestrian areas. Notice the dog isn't in the grass sniffin around. He probably lets his dog out into the hallways of his apartment complex at night, then recalls him and looks like the good neighbor during the day with Puppy Depends.
