...And lastly, I find it humorous that Boeing is using the same argument to protest the tanker award that Sikorsky and Lockheed Martin are using in their protest of Boeing's win in the CSAR-X contract: that the service asked for a medium-sized tanker and awarded a heavier one.

Are you sure it's not spelled "Boing"?

Lord! Having done more than a little procurement under the Federal Acquisition Regulations (not to mention the DFAR), I must agree with comment #327. Screw it up once, and you are on the hot plate for a long long long time. The memory of contracting officers is long and unforgiving.
