It could be it's the only way the cops can hit them, as they are pretty poor shots sometimes.

Or maybe someone set him up in a chair in a window and no one KNOWS he's dead until they shoot him and THINK he's dead...but hah!! He were daid already.

But who knew?

Until they SHOT him dead, only to find out he was dead already. But they probably wuldn't know THAT until the coroner's report, like on "NCIS", where Ducky always tells Jethro "ignore those fifty-seven bullet entry/exit wounds! What really killed our young ensign was this TICK BITE behind his left gonad*!"

I think Ken read it as the cops shooting someone who was taking dead people hostage, whereas I read it as the police shooting an already dead hostage taker...heh.
